Julian in Scythia?
The paper attempts to establish who is the recipient of an epigraphic eulogy and a bronze statue that topped it, dedicated in Tomis by the municipal councils of the late Roman province of Scythia (the diocese of Thrace). By analyzing ancient information regarding the possibility of reducing or canceling the fiscal obligations of urban communities under the Tetrarchic emperors, Constantine, Constantius II, Julian, and Valens, and comparing them with previous interpretations, the author advances the hypothesis that the ordines Scythici did not grant this true gratiarum actio epigraphically to a governor, a patronus, or a prefect of Illyricum, but to Emperor Julian.
